Funds to shift lake encroachers07 Feb, 2013Funds to shift lake encroachersBruhat Bangalore Mahanagara PalikeEnvironment & Public Spaces
The Bruhat Bangalore Mahanagara Palike (BBMP) on Friday sanctioned Rs 25 lakh to shift slum dwellers temporarily, who have encroached upon the Subramanyapura Lake at Uttarahalli in Bangalore South.
Already in a pathetic shape due to sewage and encroachment, the lake bore the brunt of severe garbage crisis in the City necessitating the High Court to intervene in the matter.
The case is scheduled to come up for hearing on February 4 when the Court would hear the measures taken by the Palike to tackle garbage crisis in the City and the initiatives taken to restore the water body.
To prepare a reply for the High Court, BBMP Commissioner Siddaiah on Friday convened a special meeting with the Bangalore Development Authority, Bangalore Water Supply and Sewerage Board, Karnataka Slum Development Board (KSDB), Karnataka State Pollution Control Board, Revenue Department and the Land Survey Department.
Siddaiah apparently told the revenue officials that the demarcation of the boundary has not taken place, which has affected the restoration of the water body, while the
High Court's directions were clear that the lake's boundary should be demarcated and fenced.
He also asked the deputy commissioner of Bangalore Urban district to identify the gomala land around the lake so that the encroachers could be shifted temporarily, till the time the KSDB completes its housing project. The Urban DC agreed that he would soon provide the details and space.
The KSDB officials said the project cannot be completed within the stipulated time until the encroachers were shifted. They said at least Rs 66 lakh was required to shift the encroachers to temporary sheds.
Siddaiah then sanctioned Rs 25 lakh for the work, while asking the BDA and the KSDB to release the funds for this purpose at the earliest.
He told the officials that he would visit the lake on Sunday to inspect the work.

Agonising wait for roof over their heads
G Manjusainath, Bangalore, Jan 28, 2012 , DHNS:
Slow progress of work on quarters for the poor at Gubbalala
Bhagyamma, a resident of Gubbalala, curses herself for leaving her hut three years ago to move to the tin shed to pave way for the construction of quarters for economically and socially weaker sections in her area.
Four years ago, the Karnataka Slum Development Board (KSDB) had come out with a lofty plan to enhance the living standards of the urban poor settled in and around Gubbalala.
It had prepared a housing project worth Rs 37.68 crore for the economically and socially weaker sections, who had encroached upon government land and built houses illegally.
880 quarters
Under the scheme, KSDB was supposed to construct 880 quarters for them.
As per KSDB's plans, the project was supposed to start in February 2009 and was to be completed in 12 months. However, the project is still far from completion.
Bhagyamma’s is among the 120 families which moved out of their dwellings with a hope that their dream home would soon be a reality. However, there are still many others who have not left their dwellings, knowing the way KSDB functions.
Many women living in the temporary tin sheds say they have to start their day much early.
Jayalakshmi, a resident, says “We do not have a separate toilet, so we have to answer nature's call in the open fields. Being women, we cannot wait for daybreak. Again, we have to wait for the night to descend to answer nature’s call. This has been our routine for the last four years.”
Residents point out that the area is full of poisonous snakes and insects, which they often encounter in the open fields.
Outsiders’ may grab houses: Residents
Even as the residents are keen to occupy their new homes, there seems be a lot of politicking in the area to get houses, even before the work gets completed. The KSDB has not yet released the list of beneficiaries, but the local residents claim that affluent people have managed to secure seven to eight ‘flats’ in the quarters.
They allege that some people suddenly appeared in the area when the KSDB came up with the housing project for the urban poor. Residents also complain about the poor construction quality. They fear that an incident like the one that happened in Ejipura may recur. Five people had died when the residential quarters building collapsed there.
Going by the pace with which KSDB is executing the project, it looks like it will take four to five years to complete the work. Residents say theft of construction material has hampered the early completion of the project.
In the last three years, the cost has escalated by Rs four crore, taking the total cost to Rs 42 crore. Documents accessed under the Right To Information Act show that KSDB had entrusted KRR Infra (Projects) Private Limited the responsibility to complete the project by February 2010. So far, not a single structure has been completed even after spending Rs 83.31 lakh.
KSDB Executive Engineer Balaraj attributes opposition to the project as the reason behind the delay. “People were not ready to move out of the place. Then there were other challenges also. Now, the work has picked up pace -
